Make a blond roux: melt the butter, whisk in the flour, and cook over medium 8 to 10 minutes, stirring, until peanut-butter colored.
Add the onion, bell pepper, and celery and cook 6 minutes, then the garlic for 1 minute.
Slowly whisk in the seafood stock and the Cajun seasoning. Simmer 15 minutes until thickened.
Add the shrimp and cook 5 minutes until pink and just cooked through.
Stir in the green onions.
Serve over rice.
